My guess was off by about 6%. Just like you can quadruple every price tag by putting the word “wedding” or “bridal” before the item name, you can add at least another trailing zero to it by selling it to a public institution. In some cases it is warranted due to the requirements involved (e.g. accountability, security, etc) or the additional work (e.g. certification for arbitrary standards). In most cases it is just because the people deciding the budget are luddites who think everything has to be expansive or it’s worthless.
