Use the Internet, it’s a free source. Get a friend to learn too, that’ll double the speed at which you’ll learn

Mix with Spanish speaking people and try to communicate. There are all sorts of lessons out there but fluent means that you have the same speech patterns as your Spanish speaking friends. People from different parts of Mexico have different dialects also. So if you go to Mexico you will soon learn to tell between dialects. It is easy to travel to the safer parts of Mexico. Lots of luck and lots of work for you to learn.

Just study it everyday and be constant

you don’t need to buy a software like Rosetta Stone (if you can afford it go for it), you just need to learn it from free websites (or almost free) like http://www.studyspanish.com http://www.busuu.com or http://www.livemocha.com which is very similar to busuu

on these sites you can learn the basics, do exercises to improve your spelling and pronunciation and chat with native Spanish speakers to practice your speaking skill

to learn a language you mainly only need to practice everyday, speak, listen, write and read in Spanish everyday so it’s all up to you, after learning new words you should do the exercises to practice the spelling, those exercises will be corrected by the native speakers and at the same time you could make friends with them in order to have a talk with microphone later

if you wanna talk directly with native Spanish speakers you can go to http://www.espanglishchat.com this is a chat room especially designed for English-speaking people who want to learn Spanish and vice versa

you have lots of online dictionaries English-Spanish Español-Inglés on the web, if you don’t know any http://www.wordreference.com is a really good one although I recommend you to buy a real dictionary in a book store to read it anytime and anywhere

Read Spanish books on a regular basis so that you can get familiarized with words. You can also watch the Spanish news and channels. Whenever possible practice your words, sentences with Spanish speakers, restaurant, market, etc. It will be a challenge at first, but you need to really put time into it and practice/practice/practice and be consistent. Buena suerte! (good luck)
